Lest we never forget the horrors of that day, and that there is a reason for the fact that since that day we have not been attacked again on American soil.

...and had not been attacked on that scale since the 1940's. I don't think the cause-effect implied here is so cut and dry, and that's coming from a New Yorker who was personally affected by this tragic day.
